The Challenge

The UK’s Office of Road & Rail had announced procurement for a ten-year programme of Track Renewals for the UK rail network. The programme was devolving greater responsibility to regions and increasing the focus on industry ‘Alliances’. The Central Rail Systems Alliance, which comprised several leading UK contractors, initially needed support with their bid.


Our Role

We provided bid management and writing support throughout pre-qualification and tender stages 1 & 2. We led the production of the Alliance’s proposal, identifying and elevating key win themes, demonstrating the Alliance’s core value proposition, and providing expert communication skills. We supported behavioural assessments.

Following award, we deployed a specialist team to lead the formation of a client-led ‘transition team’ responsible for each aspect of mobilization. This included including establishing the organisation structure, agreeing behaviours and ways of working, developing branding and collateral, objective setting, and on-going governance processes.

Our communications team ensured regular updates and communication between the transition team and the current structure. We developed a comprehensive suite of ‘day 1 documentation’ which included resource plans, role descriptions for the delivery team, briefing packs, stand information for supplier information days, and induction packs. Inductions to the new alliance were attended by 800 people and delivered by a team of over 100 individuals situated across five locations.
